Communications

  • California Department of Water Resources (DWR) and Los Angeles Department of Water and Power (LADWP) (collectively referred to as "Licensees") have created the South SWP Hydropower Relicensing website as referenced in the Pre-Application Document (PAD) Communication Guidelines [found in Section 2.4]. In addition to the guidelines established in the PAD, this website provides internet access to the meeting schedules, meeting documents, relicensing documents, and other public information related to the South SWP Hydropower Relicensing Project.

    Communications with the Licensees

    Persons interested in participating in the South SWP Hydropower Relicensing process, either as individuals or on behalf of groups, organizations or agencies, should contact the Licensees at the dedicated e-mail address established for Project relicensing. The email address is: SSWPRelicensing@water.ca.gov

    Communications with FERC

    FERC strongly encourages electronic filing of communications by all parties during the process. In order to do so, interested parties must have an eRegistration account with FERC. This can be obtained at FERC’s website www.ferc.gov.

    An alternative method to eFile is through the ‘Quick Comment’ system available via hyperlink on the FERC homepage. ‘Quick Comments’ do not require the user to have a subscription. However, comments are limited to 6,000 characters and all information must be public. Those wishing to use the ‘Quick Comment’ method can do so by submitting their name and e-mail address at the area shown on the FERC homepage. Detailed instructions on how to use the system will be sent by return e-mail.

    Those without internet access may submit hard copies of letters and documents to:

    DWR Files Initial Study/ Final Mitigated Negative Declaration with the State Clearinghouse
    On June 30, 2021, DWR filed the Initial Study and Final Mitigated Negative Declaration (IS/MND) for the South SWP Hydropower project relicensing with the State Clearinghouse.

    DWR and LADWP Files SSWP FERC AIR Response
    On March 25, 2021, DWR and LADWP filed the response to FERC’s February 23, 2021 request for additional information.

    DWR Files Initial Study/ Draft Mitigated Negative Declaration with the State Clearinghouse
    On March 22, 2021, DWR filed a Notice of Intent to adopt an Initial Study and Mitigated Negative Declaration (IS/MND) for the South SWP Hydropower project relicensing with the State Clearinghouse for a 30-day comment period.

    DWR Filed Response to Comments, Recommendations, and Preliminary Terms and Conditions
    On March 17, 2021, DWR filed a Response to Comments, Recommendations, and Preliminary Terms and Conditions with FERC.

    Licensees Request Clean Water Act Section 401 Water Quality Certification
    On January 27, 2021, Licensees submitted with California State Water Resources Control Board, Division of Water Rights an application for water quality certification under Section 401 of the Clean Water Act (CWA) as amended in 1972.

    FERC Issues Notice of Application Acceptance and Ready for Environmental Analysis
    On December 2, 2020, FERC issued its notice of application acceptance for filing, soliciting motions to intervene and protests, ready for environmental analysis, and soliciting comments, recommendations, preliminary terms and conditions, and preliminary fishway prescriptions.

    DWR and LADWP Files SSWP FERC AIR Response
    On July 24, 2020, DWR and LADWP filed the response to FERC’s April 27, 2020 request for additional information.

    Licensees File Historic Properties Management Plan Delay Letter
    On April 21, 2020, Licensees filed a letter with FERC notifying them that the HPMP will be filed by September 30, 2020.

    FERC Issues Study Plan Determination
    On June 14, 2017, FERC issued its Study Plan Determination (SPD).

    Licensees File Revised Study Plan
    On May 15, 2017 the Licensees filed with FERC their Revised Study Plan (RSP).

    Licensees Conduct Proposed Study Plan and Focused Study Plan Meetings
    On February 8, 2017, the Licensees held the Proposed Study Plan meeting with agencies and other relicensing participants. The Licensees also held follow-up Focused Study Plan Meetings on March 1-3, 2017 and March 7-8, 2017 with the agencies and other relicensing participants in an effort to resolve differences in study plans.

    FERC Issues Scoping Document 2
    On January 13, 2017, FERC issued its Scoping Document 2 (SD2), a revision of FERC’s Scoping Document 1 based on oral comments received at the scoping meetings and written comments filed with FERC. SD2 describes the proposed actions and alternatives for relicensing, the environmental analysis process FERC will follow to prepare the environmental assessment (EA), and a revised list of issues to be addressed in the EA.

    The Licensees have identified February 8, 2017 as the date for the initial Proposed Study Plan meeting. The meeting will be held at the Embassy Suites by Hilton in Valencia, CA. Once the specific meeting time and agenda are finalized, they will be posted on this website and provided to interested parties.

    FERC Issues Scoping Document 1 Including Environmental Site Review and Scoping Meeting Details
    On September 30, 2016, FERC issued its Scoping Document 1 (SD1). FERC will be holding an Environmental Site Review on October 25, 2016 beginning at 9:00 at the Vista Del Lago Visitors Center in Gorman, CA. FERC will be holding two Scoping Meetings on October 26, 2016 at 9:00AM and again at 6:00PM for the Project at the Embassy Suites by Hilton in Valencia, California, focused on obtaining comments and input on resource issues related to Project operations from resource agencies, local governments, NGOs, and members of the general public.
